This guide is a basic reference to assist State Highway Safety Offices (SHSOs) in selecting effective, evidence based behavioral countermeasures for traffic safety problem areas. The guide describes major strategies and countermeasures that are relevant to SHSOs, summarizes strategy/countermeasure use, effectiveness, costs, and implementation time; and provides references to the most important research summaries and individual studies.

National Cooperative Highway Research Program (NCHRP) Report 622: Effectiveness of Behavioral Highway Safety Countermeasures (PDF, 1.68 MB)
This report presents the findings of a research project to develop a framework and guidance for estimating the costs and benefits of emerging, experimental, untried, or unproven behavioral highway safety countermeasures. This report will be of particular interest to safety practitioners responsible for the development and implementation of the state’s Strategic Highway Safety Plan.

Motor Vehicle PICCS (Prioritizing Interventions and Cost Calculator for States)
This tool will help state decision makers prioritize and select from a suite of 12 effective motor vehicle injury prevention interventions (on the behavioral side). It is designed to calculate the expected number of injuries prevented and lives saved at the state level and the costs of implementation, while taking into account available resources. A fact sheet for each intervention and a final report with methodologies and cost-effectiveness analyses are included.
